Good morning sir. Here wise and loving Father we thank you always. We thank you for the many in a abundant blessings. We thank you for blessing our community with the recent reigns. Thank you Father for allowing us to come together today. Thank you for the ability to be involved in useful work and for the honor of bearing responsibilities and support of the people of our city. We pray for our mayor, for our city officials and in particular for this assembled council. We also pray for the agenda set before them today. Please grant us the grace to discern what would please you and what would benefit those who live and work in around our beloved city of St. Angelou. It is in your most in your most blessed name. We pray. Amen. Let's get a picture. And Ms. Lisa Pail, would you please come forward please? Lisa is a first grader at Bonham Elementary. She is the daughter of Russell Pail, our city engineer, and she has allowed me to assist her with the pledge of the legions this morning. Are you ready ma'am? [0:02:28] Everyone thank you so very much ma'am. We do have a recognition this morning Morgan would you come forward and bring your entourage with you please. This is an honor for the City of St. Angelo the budget division for receiving the Government Finance Officers Association Distinguished Budget Presentation Award to be accepted by our budget manager Morgan Cheg Witten, senior budget analyst Walt Wilkinson and senior budget analyst Tony Jones and I'm just going to turn the microphone over to you Morgan and you explained this would you. Good morning mayor and council thank y'all for this recognition what's really going on here today is that we have this standard of excellence set forth by the government finance officers and it's increasing every year and so what they're looking for is even more diligence in our budget practices even more improvement in what we're presenting to the public and so this is symbolic of achieving those minimum standards and getting better and better at it each year and so this is the first year that we've achieved the most excellent columns rankings and we have a survey of our peers that are reviewing these on our behalf and so it's highly prestigious and we're grateful for it. Thank you. Our Finance Department of the City of St. Angelo has a double A credit rating. Now that's something that very few cities have. That is a very prestigious thing.
[0:04:30] And I think that this is where it came from right here. I'm very proud of our budget and our finance department. Ross, if you would come forward and Chief Dunn, have a little recognition for you all this morning. Good morning, sir. Our Marshall Ross Coleman recently completed the Executive Fire Officers Program, which equips fire service leaders with the tools, skills, and knowledge that lead their organizations through challenging issues and times. The Executive Fire Officer Program is administered to the Federal Emergency Management Agency, or a FEMA, National Fire Academy, the Intensive Program, consists of four courses. Each requires a written applied research project to demonstrate theory, application, to realize situations within the student's own organization. The courses include Executive Development, which emphasizes team development and consensus decision making. Executive Analysis Community Risk Reduction, which involves developing partnerships to mitigate the risk of disasters, executive analysis of fire service operations and emergency management, which focuses on incidents, response, and forward, executive leadership with ties together the educational experiences of the prior three years. The city of San Angelo is fortunate to have an as fire marshal and expert professional who is steadfastly committed to continue a career development, organizational improvement, and a fire service in general. Therefore, I, Dwayne Morrison, mayor of the City of San Angelo on behalf of the City Council do hereby recognize and applaud Fire Marshal Ross Colvin for his achievements and positive determination to make a difference in our community. Congratulations sir. I appreciate the recognition. I'm just glad that this four years is over. It's been a long haul. And so I just hope that we can send more of our personnel through this program. So, wealthy. Gee, Ross did a fantastic job with this.

I believe there's more than I think each section of it has a research component to it which he used to do practical research on issues that the city of San Angelo was having and he finished it on schedule and did a fantastic job with it. So he I believe he's also the first one that's ever went through that in the city of San Angelo. It is now time for the public comment section of our agenda, where we invite and we allow people of the public to come forward to express whatever they want to express, good or bad, pro or con, we're here to listen. Let me read the legalities and then I'll have you line up at the front, you can be first Eric, follow Eric, you got three, state your name, you've got three to five minutes. Issues or items that are not on the agenda may be raised by the public at this time, citizens should speak from the podium, began by stating their name and limit remarks to less than five minutes. Council members may request that a discussed item be placed on the future agenda. The council takes public comment on all regular agenda items during the discussion of those items, your own serve. Good morning. My name is Eric Sanchez. I'm the CEO of the Alcohol and Drug Abuse Council for the Consul Valley. We're a 501c3 nonprofit. We are your tax dollars hard to work from the Texas Department of State Health Services,
[0:08:33] and we contract to provide treatment and prevention services in our community. Right now, we are in the middle of a capital campaign to raise $6 million for our Journey Recovery Center. Sadly, in San Angela, and we've just reached the over the 100,000 mark in population, but sadly, we do not have a detox program for the indigent. And it's not just for San Angela, it's for the entire Contra Valley, but sadly, we don't have one. We have to scramble and go outside of the area in Lubbock, Odessa, Waco, wherever we can find a bed and be at their mercy for a detox bed for the indigent. This is a sad thing to say about St. Angel, and I'm asking for your help. We're $1 million short. We've raised $5 million. We're ready to build, but we're not just building a building. We're not just adding 12 detox beds and increasing our capacity that we have currently at Williams House, which is right behind the jail, and Sarah's House, which is on to it. We're saving lives and we need your help. So I'd like to request from the City Council and the City of St. Angelo on what to follow after this meeting so that we can request assistance with funding for this project. We're still $1 million short. We need operating funds. We need building funds. And we need your help. So I'd like to see if there is a way that we can get on the agenda or find out which departments in the city we can contact for assistance with this important project. It's not just an ADAC project. This is a community project. The county is assisting us. Other counties in the Consul Valley are assisting us and we need the city of San Angelo to assist us. The vast majority of the clients that we serve in our treatment programs and last fiscal year FY 15 we served over 400 the vast majority are local. Needless to say we probably all know that and we all know what the consequences and effects of drug abuse and addiction are. And we need to get away
[0:10:35] from looking at the addiction as just a thing of willpower. It is a disease. It's behaviorally influenced, yes. But once it enters the system and becomes an addiction, there's no way to get rid of it unless you have a strong intervention. That's what this does. It saves lives. And treatment does work. Let me add that. Recovery does work as evidenced by the countless of AA and NA meetings We have throughout the city that all for meetings morning noon at night seven days a week There's a lot of people at those meetings. I've attended several of them a lot of your neighbors friends co-workers They're at these meetings recovery does work treatment does work. So I'm asking for your help Please let me know what to do next. Thank you Eric Yes, I was just about to recommend everything let's get together we'll meet and let's discuss this and see how we can we can work this again. And it would be alright with you Eric if other people in the community and businesses wanted to get behind you on this you will accept donations from the community for this. Next good morning Jerry good to see you back sir. This is good to be back it's been a while since I've I've been here. Ladies and gentlemen of the city council, I'm here today as a. Jerry C. Jerry C. Excuse me. Go ahead, I forgot. I'm here today as a concerned citizen and watching some of the things that's been going on lately for the last year or so. I know back a couple of years ago, there was a campaign speech made that if this individual got on the city council, He was going to make sure that this city go back to the old politics the way it was before.
[0:12:37] But this city has made great strides in including everybody and all the communities in this city. And it was going really well, especially when you came, Mr. Manager. And lately, there's been some things that's going on that's kind of disturbing, and making threats against the mayor within six months, you're supposed to be removed from office. Mr. Elizabeth Glantz, you're supposed to be removed from office. And one of the threats that was made that this guy was going to make sure that all of the bleeding heart that's in this city would be removed. And this city would go back to the old politics at hand, which was at one time a blink and a nod from certain influential individuals in this city. Now this is terrible to go back to, you might as well go all the way back to the roots here. You know, because there's areas in this city that definitely need the use of their tax money. And you're taking the use of tax money that could be used in some of these areas that could be improving the city and moving it somewhere else on a winking or not. I think it's about time for the citizens and the city council to take hold of this and not lose the ground that this city has gained. and I appreciate your time and thank you for my great. I'm not sure this is the right deal of time or whatever, but you're discussing about trash pickup change, okay.

Thank you. Do I have any other public comment? Yes, ma'am. And good morning. My name is Jennifer McCon. First off, I wanted to congratulate the shelter. I believe it's been two months. They've had no kill of anything adoptable, which is huge. So, I mean, they, of course, you know, they have to euthanize for sick, aggressive, things like that. But this is a big step, so congratulations to everybody. On the shelter note, I am all four fees. I actually supported the fees, but I'm concerned they're directed at the wrong population. I've witnessed people trying to redeem their dogs and they've fallen in compliance with everything that the city has asked, but the minimum charge is gonna be $36 for them to take that dog home same day, but yet an owner can dump a dog with eight puppies for $10. So my concern is you are punishing the population who hadn't oops, the dog got out, is in compliance, but you're not punishing the people that are now making their responsibilities the cities. James had once spoken that it was roughly $71 a day to take on an animal, but you're only charging $10 to dump that at the city. So I'm a little concerned that although the theory is right,
[0:16:39] it's directed to the wrong population. I also am concerned if you are a breeder illegally and you don't have a license, the officer's discretion as to whether or not you're ticketed. Many times you're given the choice as to whether or not you want to receive a ticket or face a fine. I don't think the choice should be there. They violated the ordinance. They should lose their animals as well as face the fine. So I'm concerned, once again, that the people who are ultimately contributing to the problem are not the people who are paying financially. And until you hit people in their pocket, I'm not sure that you'll get the change that you're hoping for. So that said, I would like to see maybe the fines just reevaluated a little and the correct population feel the pain versus the people who are actually trying to do the right thing and get their dog back. It's my pleasure to introduce to you our new supervisor of Fairmount Cemetery, Mr. Jeremy Walker. I just want to thank you for this opportunity and I look forward to serving our community. Jeremy, it's a pleasure to work with you. We're glad you're on board, sir. Thank you. Thank you very much, sir. My phone's still open. Looks like public comment is over. I will now go to the Council for individual comments for statements and also if there is anyone on the council that would like to pull anything off of the consent agenda and place it on the regular agenda for discussion, this will be your opportunity. I will start with you Ms. Grindstaff. Get us started please ma'am. Thank you Mayor. I don't have anything to take off of the agenda but I just wanted to
[0:18:40] let everyone know that we had a chat on May 31st at St. Mark Presbyterian. So thank you to the people of St. Mark for opening their fellowship hall. Mike Boyd was our speaker. And as you know, he is the chairman of the city's water advisory board. It was very interesting. We only meet for an hour, but we're pretty lively for that one hour. And I learned a lot as a council person as to what the advisory board has been looking at as options. Also, there was quite a number of city staff there. So again, thank you for your participation, Daniel. you and your staff and to the members of the board who came and subjected themselves to a lot of question and answer. Thank you. There was no blood or broken bones though, was there? No, but I think our turnout was slightly low because of all of the rain and storms, but that was still a good thing. Let's not complain about the rain. We were not complaining. Miss Lucy, do you have anything, ma'am? No, sir, I did not. Miss Charlotte. Yes, I want to pull item B off the consent agenda. I do want to encourage any council member or public out there. I do believe the water advisory board's next meeting is the 14th, 8, 9, 10, 1, what time? Who is the time on that, Brian? Is it going to be at night? The water advisory board meeting is the night? Yeah, it's at 10 o'clock. I just want to encourage anybody out there in our listening audience as well as the audience here today if you want to understand about water and what we're doing, that is a very informative meeting, so I encourage you to attend. [0:20:42] in single member district three, specifically those people that live over on Avenue P, we are working on that drainage issue, and hopefully within the next two or three weeks, will be able to make public comment on that. Mr. Marty? I just have two things. Nothing to pull off the agenda one. Congratulations to the Texas A&M Aggies for going to the Super Regionals. You need to always make sure you have your priorities right. Thank you, Marty. And secondly, Mr. Bagno informed me on the way to the here that the drought is officially over, so. Wonderful news, yes. Mr. Richardson? No, I don't, none at this time. Well, I have nothing to pull, but I do want to make one announcement. And this has been working for some time. It is now official. The San Angelo Central High School Bobcat Band has been chosen to represent the city of San Angelo and the state of Texas in the Memorial Day parade in Washington, D.C. in May of 2017. This is an honor that this is a once-in-a-lifetime honor for this band, for these students, for these directors. I'm proud of it. It's hard to express. But I want everyone to know that we will have a band in Washington, D.C., to represent our city and our state, and they'll be the best band in the entire parade. Joey, the director is raising funds. It's gonna cost a lot of money to take these kids to Washington DC. They need funds, they need help. I've already sent a little modest donation, but he is accepting funds. They can be sent to Central High School in care of Joey Ashbrook, made out to the Bobcat Band, but I'm all proud of these kids
[0:22:43] and I just wanted to make mention of it. We are now ready to take up our agenda. Let's start with our consent agenda, which is item number B. We have pulled it to the regular agenda. It's considered approving an inter-local agreement with the city of Midland for the use of the San Angelou Fire Department's facilities and instruction for the training of Midland firefighters and aircraft, rescue, firefighting, and authorizing city manager. Mayor, should we have another motion on the approval of your consent agenda first? Yes, we really should. And I require constant tension, don't it? Move approval of the consent agenda with the consent agenda by item B. I second that. It's hard to second down here, and I heard Marty McDee. And I apologize, I did. I got one step ahead of myself, so we do. We're so excited over the ban. I'm just so excited for the ban, I'm just lost control of my meeting. I'm perfectly understandable. We do have a motion to approve the consent agenda has presented with the exception of item B. I have had a second. I think Ms. Grindstaff made the second. Do I have any council discussion on this before? Do I have any public opinion or any public comment on the consent agenda? If not, I will call for the vote. Item number B, which is considered approving an under-local agreement with the City of Midland for the use of San Angelo Fire Department's facilities and instruction for the training of Midland firefighters and aircraft rescue firefighting and authorizing the city manager to execute all related documents. Ms. Farmer, what are your questions, ma'am? Yes, and I want to clarify that sometimes I pull items from the consent agenda because possibly they're not plain enough or clear enough for the public to understand what the motion is speaking to in there and sometimes it's better to ask. I only have one question And that has to do with an injury and workman's comp.
[0:24:43] The city of Midland's coming over to train and used our facilities ahead and forbid if one of their men got hurt. Is it specified and clear in the contract that who is responsible for that injury? It's not in the Inter-Local Governmental Corporation Act and state statute that each individual entity will retain that kind of liability themselves. I do have a motion to approve as presented. Put a 7-0 on that one. Moving on to our regular agenda. Item number A is first reading and public hearing on the ordinance, the Mending, the major thoroughfare plan component of the San Angelo whole comprehensive plan in an area east of U.S. 67-277 north of FM 380 in west of the city forum road presentation by our planning and development service director Mr. John James you have the floor sir thank you again John James director planning and development services just as a reminder briefly the thoroughfare plan is basically the master transportation plan for the city identifying the classification of all existing streets as well as future proposed streets. It's an area with those future proposed streets that we're talking about today. We like to periodically look at areas around the city to make sure that as we plan for the future growth and development of the city that our transportation system that we have planned is or will be adequate for that growth of the city. As we were talking with the county about their proposed jail facility, we decided this was a good area to look at to make sure that
[0:26:48] the proposed streets, major streets in that area were adequate, again, for future growth in that area. As we started looking at some of the developments or potential developments in that area, we realized that some of the existing proposed thoroughfares didn't actually line up in a way that we thought they should and or in some cases some of the existing development out there basically gotten away of where those proposed thoroughfares would be and so we had to shift some of those around in terms of where they're located. This is the thoroughfare plan as it exists today the different colors represent different classifications of streets the more modern of the major streets is the blue the collector streets red as arterials up to the purple and green or the higher classification streets like arterials and freeways. You can see on there I know it's a little difficult to read some of that but we've got the proposed solar facility. You can see the industrial part down to the southern end of this study area and then the proposed jail facility is towards the northern end. This is the proposed amendment you can see highlighted in yellow or the new proposed street classifications creating additional north-south connectivity through the area as well as some additional east-west connectivity. This is that same map overlaid on the future land use plan for the area. See this I didn't point out but the city limits there it runs sort of along this boundary. As you know we we do plan for future growth and development not only in the city limits but outside the city limits within the city's extraterritorial jurisdiction which is this large green area currently designated as a rural. This is the same map again on the top of the zoning. Also showing you how many miles of each of those streets there are.
[0:28:51] It's a good point I guess to make is that this is a really large area so as you're looking at it we tend to look at at least from our perspective smaller areas of the community and so as you can see this one road here is over two miles almost two and a half miles. So we are talking about a pretty large area. So one of the things we wanted to look at was making sure that there's a sufficient interconnectivity of streets in this area. Again, most of this won't happen in the next few weeks or even the next few years. Some of this are things that'll happen 10, 15, 20 years out. But if we don't plan for those today, we'll end up with an inadequate transportation system long-term. We are recommending approval of this. This did go to the Planning Commission they also recommended approval it also went to both the technical committee and the policy board of the Metropolitan Planning Organization which is the regional transportation planning entity for the area all of those were recommended unanimously so with that I'd be happy to answer any questions I don't have a problem with this at all do you have a couple questions when we when our population went over a hundred thousand and will we wait for the census to actually verify that. How does that affect our E.T.J. because we've had a fixed E.T.J. rather than one that moves with the city limits. You know the E.T.J. has to be extended by a city council action. I don't believe we have to wait for the census. If we wanted to go from the current three and a half miles to the five miles that's allowed once we cross 100,000, we could do that. That's that's probably a need to be a discussion out in their pros and cons to doing so but my understanding is something we want to research once we heard we went over a hundred thousand is exactly how that would work. I don't believe it's an automatic going to the five years. I can't remember what the law states and I'm
[0:30:53] not advocating for that but I think the discussion itself is good because what we know is that our city is growing and just because of activities like this to make sure that the thoroughfare master plan anticipates how we move around when that happens. When y'all were looking at this amendment was anyone considering 50th Street because I think there seems to be some development pressure in that area as well. I'm not I'm actually not sure where 50th Street is on here. It's within this this particular area is that worth in West it would be it would be just a little bit over but that pertains to the landfill we widen 50th and improve 50th a few years ago and then we also now have a landfill expansion issue which seems to to be in conflict with prior activities. Yes, in fact, that has been discussed, and I believe that's the next area we're going to look at. What we've talked about is trying to more frequently look at areas on the thoroughfare plan and sort of move around the city and do this sort of update to make sure that we're keeping on top of things. And that area is the next area that we want to look at, but we tried to keep this to, once you start looking at a thoroughfare plan, you can keep expanding. Well, let's look at this area. So we tried to keep it fairly contained, but we hope to be looking at other areas. And like I said, that one is next on the list. All my questions, Mayor. Any further comments or questions? [0:32:54] If there are any one of the public that wishes to speak to this, changing these. And I will emphasize that these plans are plans. These are not set in concrete. They can be changed. They can be amended. These are simply plans that we use. Am I right on that, Mr. James? And I think in these comprehensive plans, we have had a tendency in the past to pour concrete around them, and that is not the case. This thing can be done. You really want to say all of that right now? I do have a motion to approve this. I do have a second. I will ask for the vote. All in favor, please say aye. Aye. Any opposed nay? Put a 7-0 on that one, please. Item B is consider authorizing the city manager to execute a degree that was St. Angela host in cooperation for the operations of concessions at city properties. Call wide. Do you have the floor, sir? Yes, sir. We currently have an agreement with the St. Angela host to provide concessions. We've had that agreement now for nine years. It's been a successful arrangement working with our concessionaire, St. Angela host. That agreement that we have now is on the Third Amendment. Back in 2014, we asked for authorization to go out solicit proposals for the operation of concessions at the Boskey. We got one proposal that's from San Angelo Host, and we were given authorization to negotiate a degree with San Angelo Host to fold in the Boskey operations with the concessions agreement. Since that time we finished the Boskey. It's now an operation open to the public, and we've negotiated that agreement, and that's what we're bringing to you today. Here are the basic terms. There's a five-year term expiring 2021. We've increased the insurance requirements. We've included the BOSC into the agreement and its concession operations. We've updated the events list for non-exclusive concession rights.
[0:34:54] And we've updated the list of properties where San Angelos would have the exclusive right to sell alcohol at city properties. Just to remind folks, San Angelos pays 20% of gross revenues from food and non-alcoholic beverages and 25% from alcoholic beverages and those rates were approved back in 2008. Last year, for example, we got about $37,000 from this agreement and I would like to close saying that we do ask the council to approve this agreement, it's been a great arrangement working with St. Angela host. And in my 13 years of being in city government, I don't know that I've ever worked with anyone that has been better than Carlo and St. Angela host. They have been a very good partner with our city. I'm very much in favor of this. Any questions? Call me. Go ahead, ma'am. I have to agree with you, Mayor. It's not just Carlo. I was out the Bosque Friday and the people of the concession stand the same as when you go out to the Colosseum or even here at the auditorium. They are the most friendly. It's a good reflection of St. Angeloung, so I want to thank you for that. Do you have a motion to approve? May I have a second? I'll second. I've got Lucy on a second. [0:36:57] between the city of San Angelo and Nazwerty Lake Tours, LLC, to operate an excursion, how to wheel steamboat, and non-motorized watercraft rental concession at Spring Creek Park at Lake Nazwerty. Carl White, you are on, and I see Max Fox with his entire entourage back there. If you would, please get us started. Sir, thank you. Also with this item, we seek council's approval of this agreement. And let me explain what we're asking for. This is one of the most unique offerings that St. Angela has is this steamboat that operates at Lake Nazaree. It's very cool. And I'm glad to be a part of it. Just to remind folks where currently the operation is, this is Mary Lee Park, here's Knicker Barker. This is where he's currently operating here at behind the Nature Center. That's how he's set up. He's at least a portion of that park property for his operation. He's asked the city to move to Spring Creek Park, basically at this location on the map, and to basically license for a smaller section of property, and just so you know, the new boat ramp that we've just built is just right up off-screen, just to the north. To give you an idea where it is in Spring Creek Marine is just right over here. Here's a look on the ground. There's two existing small docks as part of that property and back in 2014 council approved this concession agreement originally and back in February of this year Mr. Fox has approached the city to relocate that operation to Spring Creek Park and we took that to the Parks Recreation Advisory Board and they recommended approval of that proposal. They're basically the same arrangement, five-year lease, an annual fixed payment, an annual
[0:39:02] percentage payment to the city. This includes the placement of a ticket booth, where we can sell tickets and some items to the public associated with the operation, the placement of signs at that location, the installation of a dock and a fence similar to what he has now at his current location, access for his concession workers through the gates because during a portion of the time folks do have to pay to enter those parks. This would provide access to his concession workers to operate the concession. And this also authorized the agreement, the rental small non-motorized watercraft such as kayaks, canoes, and paddle boards, which there is an interest, the public is interested in doing that at Lake Nazzaworthy. I want to invite Mr. Fox up here just to talk briefly about why he's asking for this relocation and to explain his operation. Morning Council. Nice to be before you again. And in the interest of brevity, I will get right to the point. In the 13 months that we've been operating our first year, we're into our second year of operation on the lake. Things are going well. but on February 1st we sustained our second major windstorm damage as a result of where we are currently operating on Lake Nazworthy. In May of 2015 we had a 50 plus mile an hour windstorm out of the northwest and then February 1st which prompted my decision to come to Carl to discuss some options that we desperately think we need to do on February 1st we sustained a 60 mile an hour windstorm directly out of the north, creating very large waves as it rolled up across the main body of Lake Nazworthy. We have suffered twice in that 13-month significant damage. One, our initial dock was destroyed. We had to rebuild the second one and that second dock was significantly damaged. We had
[0:41:04] to rebuild that and it's just very clear that where we are currently at on Lake Nazworthy is potentially very exposed to high windstorms so it's only a matter of time before we get another one of those. So we are respectfully coming to the council and say we would like to continue to operate the vessel on the lake and continue to offer that attraction for the city of St. Angelo but we need a more sheltered location on Lake Nazwadi that will be out of the wave action during high windstorms. So basically that is why we came to Carl and Carl said we need to go back to Council. So here we are before you. You're satisfied with the with the proposal with the terms of the agreement? Yes, sir. We feel the city's been very fair to us. And we were going to try to do our part. So that's what we feel you got a fun boat out there. We I've read it to my mother's birthday. That's what she wanted to do is ride the paddleboat. And it is a fun fun trip. We continue to see people coming to ride the boat from we we really We appreciate the efforts that the Convention and Tourism Bureau folks have done for us, our Facebook presence, and some of the local radio stations have really fallen in behind our efforts to get the word out about this boat, and we're seeing people come to ride the boat from all over the country, certainly all over the state of Texas, and it just continues to be a great eyes-eye and it originally helped an ambassador for the city of St. Angela. I think your proposal is I understand your proposal, you're trying to protect your investment, And I think you'd be fine in the spring. Great. Charlotte? Oh, is this, I'm thinking that the moving, to move this, logs a log jam right there at the curve, as you come around by moving this business, it would really help that log jam of cars and stuff right there at the beginning. Take it off of Nick or Michael Road moving it back here is why I'm saying is what it appears

Well I re-ressemble that remark. Thank y'all very much. Let's move on now. Item number D is consider the following item related to the solid waste contract. Approval of an amendment to contract section eight do title duty of provider with Republic services of Texas L.T.D. providing monthly bulk pick up and every other week collection of recyclables. First public hearing and consideration of an ordinance in Section A8-017 charge for collection of garbage and trash, Shane Kelton, your own sir. All right. Thank you, Mayor Counsel. Y'all have seen this before, so we'll keep this fairly short. I like the interest of brevity part of it. So as we move on, just to quickly go over this again. The proposal is to take our current service which is one time for one time per week collection of trash and one time per week collection recycling and a quarterly bulk pickup and move it to a proposed service of one time per week collection of trash and every other week collection of recycling and in turn going to a one time per month bulk pick up and this book pick up would be on a set day the same view your house and your residents every month would be picked up for book collection on the same day every month that way everybody always knows what day your book collection will be on. I think that's part of the issue we have right now and the quarterly book pick up is that there is a lot of confusion as to about and why our usage of it is fairly low at this point is because there is confusion over what day or what week your house will be collected on. The proposed implementation of the new services is the schedule. We were proposed that it take effect on August 1st.
[0:47:07] This allows us time to get the ordinance amendments, the hearing today, if so approved, and then one more reading. And then also allows us for the education time period because as with any change people are going to need to know what their days are And they're also going to need to know what the what the cycle is on the on the recycling the every other week part So we'll need a little time to get the word out You know, of course, we'll Mailers in the in the water bill, you know, all the social media channel 17 newspaper all of the all of the avenues We'll use to to get the word out on that kind of looking at So, Mr. Grindstaff, last time, asked the question about the operational impact for Republic. And of course, I think we'd like to go into more detail, but those numbers are proprietary, you know, as far as their exact numbers. And so, but what we can tell you is currently inside the city of San Diego, and of course, Republic service is more than just the city of San Diego. But inside the city of San Diego, they currently have, they currently using 11 trucks, and you can kind of see their current breakdown right here. And this is their proposed breakdown as we move into the, if we move into the new service. And so they're running 11 trucks. Going to continue to run 11 trucks. They're just shifting it from the recycle, from four recycles to three, and then increasing from one bulk to two bulk. Moving on, I wanted to also show you that from the operational side of things, how they're proposing to do this is by making up time. And how they're we're able to do this without changing rates is is making up time off the number of residents that served in this number right here this 12,250 is based on observation the current observation of the usage of the service recycling services. As it is now and also making and making some assumptions on what the increased services
[0:49:13] from the book will be as well too. So basically, they're reducing the number of times that they're actually picking something up on the recycling in that turn. They're able to take that driver from that truck, put it into the book truck. And then, so they actually have created some time and some efficiencies there to be able to actually be able to provide this service without having an increase in the cost of it. But one of the things that they are going to have to do is actually add two employees. I think they call them swampers, but the guys that ride on the back of the truck, the helpers, they're going to be able to free up the driver, but they still need helpers. So they're going to have to hire or add on a couple of extra employees to ride on the back of the truck for the new service. And another thing it's going to impact Republic on is currently the recycling is not going across the scales out of the landfill, and so they're not paying, they don't have to pay that charge out of the landfill, but the Republic Services Holly Company has to pay, pay the charge just like every other citizen, everybody else out there that has to go across the scales, they have to pay that fee as it goes across the scales, and of course that's going to be an additional cost to them as well too as we move forward on that. As far as the number of employees that they have. Currently, they have 12 employees that are actually drivers for the trucks. One is a call a swing driver. They have the additional driver in case they do need, you know, somebody calls in sick, somebody quits, whatever. So there's always that. And then they're also, they've started to, as they're moving along, they're also starting to try to create some efficiencies for themselves, and they're starting a new training program with their employees, I think, luckily, from an employer standpoint, not lucky from the economic development side of things, but since the slowdown in the oil field,
[0:51:13] they've actually been able to hire helpers with CDLs already, so they can easily train these people and actually have cross-training people for different jobs, and so they'll be a lot more flexible as we move into the future as well. Getting into the recommendations, and then we can move on to any questions that you all might have. Again, we staff recommends amending the contract and the ordinances for this new service. We conducted the online survey in March, 76% of the respondents of that survey favor the changes. Both Jeremy and the guys over at Republic, they're constantly getting calls, especially on the bulky waste, for the yard waste and the yard clippings, constantly needing that service provided. We've noticed a significant increase in our tonnage for the citizens free dumping program out there. I think some of that's attributable to that. And so I think from the city's aspect, we would hope from the city's aspect that this would help citizens not have to make that extra trip out to the landfill every month, that this service would be provided for them by this service as well too. And then just wanna reiterate that the rates, for what you're paying right now, will not change is gonna be exactly the same. We're not proposing any increases in fees. And over time, I mean, in this basically, and I think there's the question out there, is, is Republic gonna make anything off of this? Well, the only way that Republic, you know, is gonna make anything off of this is if nobody uses the service. And if nobody wants to use this service, I promise you, we'll be back right here. This time next year, you're talking about what we're gonna do, or what we need to do, to either provide a service that's effective for the citizens and or we need to, we need to make sure that we're getting what we're paying for. So with that, I'll kind of wrap up
[0:53:14] and answer any questions. All right, start with you. Well, I'm going to be the monkey in the ranch. I don't like looking at online survey conducted in March with 76% of respondents favoring the proposed change. And Shane, I know what you're saying, we've discussed it, but that 76%, if you don't read that exactly, you're thinking that 76% of our customers out there agreed it is, and that's not so. No, that's not, and I have the numbers right here. We, of the survey results, and I'll read them, we had 2,626 total submissions that were received We're going to say roughly 30,000. It's a little less than that right now, but roughly 30,000. And again, I guess it's from the respondents' point of it, whether they knew about it or didn't know about it, or whether they took a strong enough interest in it to actually fill out the survey. We don't know that, but just gauging from this survey, and Again, it was just a survey out there to see to try to gauge public opinion, as best we could. And then, but out of 2,626, 619 votes wanted to stay the same. And 2007 votes proposed to change. And so that's where we get to 76%. The thing of change, that's the word right there. How long have we been in the change that we changed to? Well, the contract's been two years, but the actual one full year and I can attest to the number of phone calls that I receive on trash. They don't like change period. That's what it boils down to. They don't like change. And here, just now a year getting into this, we want to change it again when we were having problems getting people to actually use the recycle.
[0:55:14] And, you know, I have learned, I have been educated considerably on how much can be recycled. It is amazing, and I and everybody up and down my street have really learned what they can recycle, and it's giving time for people to understand, and I think that's the importance here is people understanding, and let's do recycle more, and let's do get those numbers up. I see changing with the pick up, it's just confusion. And that's the calls that I have received. I don't know about anybody else, but that's the calls that I have received is, I'm just now getting used to change too. What do you wanna change it again for? And I see that as a problem. I don't know how the other council members feel. As far as my switch on the other side is, I have had people call me constantly on the books. They want to clean their yards. they want to get rid of their junk. So they do want the bulk pickup more often than once every three months. So that's how we get a lot of money. I do have that too. They want the bulk pickup once a month. And we get a ton of phone calls on that about. And right now, especially, I mean, thank the Lord that we've had record rainfall this spring, but with record rainfall also brings record yard clippings. And so, and mosquitoes, and mosquitoes. And so we're, you know, those are the things that we're dealing with in this particular moment, in this particular year. And so, again, this is something that the citizens could continuously reach out to not only the city, but also republic as well, asking for the additional services. Can you mention the every other week recycling pickup? That's what the understanding for those individuals that are actually using, I mean, they have a lot of recycling. They can actually get another container, is that correct? That's correct, if you are a heavy user of the recycling service itself, and once a week you're filling up
[0:57:16] your recycling bin, you can, within the first six months after implementation, you just, you can't live without the additional cart, you contact Republic Services, and they'll bring you out one free of charge, and your bill doesn't change, it's the same bill, so. Well, well, well, one more time, free of charge. Free of charge, I can have a third can? No second recycling second recycle cancer. That's three cans. Yes, ma'am. If you are a heavy recycler, but it has to be for recycling and for the first six months, they're going to deliver it. They're going to bring it to your house free of charge. I mean, because right now, if you called and say, I need another can, there's a charge associated with bringing you out an additional can. We're going to waive that charge for bringing that can to your house for the first six months. if you are a heavy recycler and you need that additional recycling can and that second can will be included within your existing bill. I have one more question whenever you're if this does pass they also the constituents want to know what date will this be because sometimes they hear that it's this date or it's that date and then it doesn't get picked up and then that's when we get called and we have to bother wearing go hey truck didn't go by there didn't pick up or the people weren't ready because they didn't know so that's very important that they do know that my other thing is is that in this training that these guys are gonna do the other day I was driving home and they had some guys in the back of the truck and they were throwing the canes the trash in the back well when they were they weren't putting them down they were throwing these trash canes back to the curb falling and I'm saying that if somebody comes around the corner and their trash can is in close to the middle of the street, it's going to be problems. So I'm just saying be careful or have those guys watch out what they're doing and bring to their attention. Hey, don't be throwing those trash cans because they get into they get in the road.
[0:59:16] Is that you have anything? Oh, yes, sir. We'll go ahead and get started then and then I'll get to the left one. I didn't want you to forget the guys on the other side. I got them. I appreciate your acknowledgement of my questions about operational changes. And I was, the public came over and met with me yesterday about four o'clock. So I haven't had, I don't think enough time to completely digest everything. And really what I was asking was not operational impact as much as it was financial impact. And I think you understand that. As we've pointed out, we have about, I guess, eight or nine percent of our users that responded to a survey, and that's good, but as I told you, I'm still worried about the other 90 percent and how they perceive this. I've talked to literally hundreds of people in the last four months. I'm tired of hearing myself talk, but I'm going to keep going until I fall over dead. people are still, as Charlotte points out, upset about the changes in trash collection. We got used to a very easy system that allowed us to put anything on the curb and it go away. And I think I'm a realist in that that wasn't going to continue at the same rate, but still change is difficult. And I'm a little sorry that when we put this option out to get people's response, that we didn't ask them more what changes they would like to see. Because I think most of my constituents are still upset that they didn't help design the trash service on the front end. I know it was discussed at council meetings, but council meetings are not always the friendliest way to gather public input. So I've really heard from more people that say, don't touch it.
[1:01:18] Just let it be for a little while. I'm learning to recycle. I figure out what else I can put out. But they also want bulk pickup. So I don't have the solution right now. But I don't feel that I have enough information on the financial side to feel that this is in the taxpayers' best interest. I think that if we could wait, I think we could ask for more input and at least have more public buy-in than we do now. That's my own thought. I'm not sure how that will really change. When I was speaking with the Republican, the Republic representatives yesterday, they also mentioned the addition or the calling out of the 110 minimum at the landfill. Is that a part of this? Okay. And we'll see that at another time. You will see that at another time. We have other ordinance changes that we would like to see, Republic would like to see, but we are not addressing those at this time. This is enough for today. I agree with you. However, if there are ordinance changes or things that one side of this, one party believes were overlooked, then I think that we ought to be able to maybe discuss a few other things. I'm not trying to harm either side, but I think again the public needs to feel like they have more of an ownership in this contract than they do. And if we had more time for that, the outcome may be exactly the same and you may be standing before me or someone else making the same presentation. But right now I'm not willing to support this until that happens.
[1:03:23] Very, very quickly, going to this bulk pickup is an excellent idea, especially with what we've had. I'll give you an example from my home. I trimmed trees about six, eight weeks ago, and it took me four weeks to get rid of all of the limbs by breaking them up and getting them in the trash can. I think we'll get more people that will get rid of items out of their house, out of their yards, if we go to this bulk pickup. So I'm certainly in favor, right? 9%, that's probably a pretty good response for the number of people in San Angelo that's gonna be looking at this. I will also tell you that while I was campaigning, trash was still on a lot of people's minds. But one of the things they said was, and Charlotte alluded to this, is that finally getting used to this trash pickup and the way we're doing it. I'm gonna go ahead and support this because I think today is the right time to do this. I have to agree with Liz. There are some other items out there that I think we can do. I'd certainly like to work with Republic on trying to get this done. We're gonna get people to continue to recycle, we've got to get more items in that recycling stream. We've got to figure out how to do glass. We've got to figure out how to put all that stuff in there that needs to be recycled and get it out there. We've got to work with safe, Lloyd Pascal and that particular group. So we've got a ways to go, but I want today, I want to see this bulk pickup start, and I'd rather see it start earlier than August 1st, but I understand we've got another reading on this, That's it Marty I'm I'm I'm I'm I'm I'm I remember reading in the standard times that you said that
[1:05:31] the survey wouldn't be available when you went downtown to pay your water bill it was not as far as I I could see anyway I would like to see larger families have two trash cans at no extra charge Because often you see that brown trash can and there's bags alongside of it. And then when the trash is picked up, it's left there. Also I'd like to see those trash cans off of the street, I think it's a hazard. And in the contract, I believe it says it's supposed to be rolled up to the curve from the lawn, not putting the street and then rolled back to the curve. And if you look at the diagram, the graphic that is on top of that trash can, you'll see it's up on the lawn and you can see the curb and grass under the wheels. I do support the change for the boat pickup. Artie? I guess I'm like everyone else. I probably get at least one call a week on it and people aren't happy with it and the primary reason they're not happy with it is because of where it's being picked up. I don't like being picked up in the front and I don't like being picked up in the front. It's always been picked up in front of my house because I don't have an alley so I've learned to live with it but people that have alleys that's primary reason why the alleys there is to pick up trash I believe and I think we should I think there's some other changes that need to be made and I think we should do all the changes at one time and not stir the people the
[1:07:32] constituents up and then let it die and then do it again so you know this time I'm not going to support it, so I'm not going to raise it. Yeah, sure. Well, I'm getting a whole bunch of calls on this. I'm getting a lot of calls, and it's all from people that have bags and bags of lawn waste, and there's no place to put it. They can't put it in their trash can. They have no way to get it to the landfill. They throw it in their backyards, and then there are other problems that arise that hopefully have been taken care of, where they start receiving other calls from code, and it is a serious, serious problem. And primarily it's the elderly, and it's those that cannot load this and carry it to the landfill. And we have created a monster here, but not allowing them an opportunity to get rid of this lawn waste. And I think that this is a perfect solution. This gives once a month, we will pick up their lawn waste. We will get it out of their yards, we will get it out of their alleys. It's a mosquito problem. It is a problem all around. This waste needs to be handled. And I've had a lot of people calling me. And I think that this is long overdue. I would like to have seen this done two months ago so that we could have hit this long waste during the growing season, and not have the problem that we have caused in our community. So I'm very much in support of this. We need to get this going, we need to get this started. And if the city can do anything to make an extra run before August 1. If there is any way that the city can sponsor a run before August 1, and to help these citizens get this long ways out of their yard, I would be very much in favor of doing that. We spoke about that. If there's any way we could do this, just as someone down here said, I'd like to see it done sooner. But I think we need to get on this and we need to get on it quick. Shartick.
[1:09:33] I don't want to lose sight of what's on the agenda before us today. Rates are not going to be affected. We are talking about a once a month bulk pickup, which I'm in favor of and have had plenty of calls and I do agree with that. But to relinquish the once a week recycle, I'm not ready there and I don't think the people are ready yet. We're still training people to recycle. And I agree totally with Marty that any and other change that we make with reference to the current contract, let's do it all at once, so that Republic, you won't have to come back and see us every week or every month with something that we're wanting to change and let's piecemeal and dribble this out because that creates lots of confusion and aggravation. But I'm all for the bulk pickup immediately. I wanted to make that clear because I've had plenty of calls of I've got 40 bags of leaves I can't wait three months for him to be picked up. I know I just needed to make a clarification. This will be picked up in the front, correct? Because some people go, well, can I put it in the alley? The bolts will be picked up in the front. The bulk will be picked up at the same place your current trash is being picked up. And like I said, I'm also in support of it. I really think we need to get on it. I don't think we need to wait. Elizabeth? I like the idea that they've offered another can for those who want to recite who are recycling more and I think we need to encourage that so I think that's an excellent point that I didn't realize in the in the beginning but if you think about a lot in in my district many of which are 50 feet wide literally and you have two cans that are out there for over 24 36 hours and you're adding another can I mean you realize how this has changed the whole appearance of our neighborhoods.
[1:11:34] I mean, so three cans, roughly 10 feet, 20% of your street front is now some sort of garbage apparatus. And so many of my constituents still are not convinced that there aren't a few alleys that they can run in. So I feel that voting on this at this time is going to have a lot of people really upset that we've ignored some of their issues. And again, it may be shame that that equipment can't make it. And if we go out and look alley to alley, there's too many overheads or the alleys are too narrow. But people aren't convinced of that yet. And so like Marty and Charlotte said, my interest is not in having more bulk pickup, because I personally would utilize it and need that help. I don't have a pickup truck and I'm not going to have access to that kind of help. but I think I would rather make more changes at once than do it every few months because I think that's gonna be just more difficult for the citizens. Go ahead, Brother Garff, Bill. I agree with Maradine, like I have an alleyway and I would like to trash to be returned to the alleyway. I don't know why they can't go down the alleyway back and forth. Getting a little bit off of us. We're getting off of our agenda. We have to stay with our agenda. And this is something we can discuss at a later date. We can put it on the agenda. But right now, we're talking about both picks. And I'll be glad to sit down, Bill, with you one-on-one and discuss how this came about and some of the logistical issues that are associated with it. Want to let Council know anything can be done. But it's at what cost are you willing to have anything done? So that's what we have to weigh is the cost of the citizens. I think that that's part of the discussion that needs to take place. Because when you start putting prices to things, then people understand.
[1:13:36] And I don't think right now they fully understand that. And I think sometimes public meetings can be pretty, pretty arduous, but at the same time, they're also very educational. So when we look at what other city's rates are versus their services, I think that could be very enlightening. But I think that's an exercise that we need to go through personally. So Mayor, I would like to make a motion that we table this item. We do have a motion to table the item, to postpone it. We do have a second. And if that's what the council chooses, that's what we will do. But we have created a mess for our citizens. And we have the opportunity of a once a month bulk pickup that will solve these problems. And I'm not willing to table this. I will vote against it. I would like to implement this, get this system up and running, and let's take care of all of these, these mosquito nests of yard waste that we have all over our city before we have a bigger problem. I think we've waited two months too long anyway. Do have a motion, we will run through this. Any further council comment before I go to public comment on this? Let's open it up for public comment. It's your name, and you've got five. All right, Council, residents of San Angelo, I'd like to applaud the action that you had proposed taking on the bulk pickup. I noticed that Mr. Colton, from time to time, employed the first person plural pronoun when speaking about we or republic, and it kind of got me confused as to whether he works for them or for us. You weren't for the public. And you weren't for the city. I know who he works for. It wasn't quite clear by your statements. And in an adversarial relationship where we're contractually obligated to deal with Republic,
[1:15:41] we should have our employees and our Council be on our side and not theirs. I would applaud going straight forwardly ahead and passing this bulk pickup and then opening up discussion in subsequent meetings for alley pickup and other items. But to delay on the bulk pickup change, I think that doesn't look, that doesn't pass the smell test. There's something wrong with not doing that. Thanks. Thank you. Yes, sir. I'm sorry I put you all last time but now is the right time. You addressed most everything that I came here with a concern. Number one is this going to the bi-weekly thing and I've got to tell you that it will work for a family of two. I've proved it myself my family we only have two people but when you have families that are more than two that's a problem there, okay? And then the other problem, because they generate more trash, of course, you get a family of five or six, you know, kids and whatever, you're going to generate more trash, okay? Then the recyclable thing, they would bring another bin, okay? We've already got two bins out there, now we're gonna have four bins out there. Oh, well, three. If you recycle another, you're gonna have more. Okay. The one thing I have the biggest problem with is that this junk that we're going to accumulate, not the trash, but the bulk things, and they say that it cannot be picked up in the alley, that it needs to be picked up in the front. I don't buy that because they're not taking one of the trash trucks that have the big bin that they pick
[1:17:41] up the little containers with. They're picking it up with a regular truck. Someone explained to me, why that regular truck cannot come down the alley and pick up both the stuff that we're not gonna, you know what I'm talking about, you addressed it. Okay, if someone can tell me if there's the two guys that are walking along behind the truck loading this stuff, why can it not be done in the alley? Now, we're not calling the Republic Services on this issue, we will pick it up the week of the fifth. I went, ha, I'm gonna have to stick it out there on my grass or in the front yard and leave it there for five days or whenever they get ready to pick it up. I'm sitting there, I don't want that trash in front of my house, neither does anyone else. I mean it's stupid, you know it, I know it and Tom didn't hear it, okay we can live with a little push along things, not all people can. One of the reasons that it becomes a problem for some people, all in the older areas, they're not set up with sidewalks down the side of the house. I'm one because I made my own sidewalk so I can wheel it out to the front and stick it out by the curb but other people have dirt and grass and stuff and those little containers do not push well in dirt and grass. You know it and I know it but at the same time my big beef is this thing with the bulk trash, why it cannot be picked up in the alley. alley. Now we've had stuff that's bad in the alleys and we have it today. All the older areas don't have these sidewalk deals. And, you know, I just have a problem that it cannot be done in the alley. I do not know why. Anyone would not agree to it. Only the bulk items put them in the alley when you've got two guys coming with a truck and throwing it in the deal. Now, the other ones, I've watched them. They are too tall for some areas
[1:19:41] in the alley because they pick up that little box and dump it. They'd be ripping down wires all over the place. I can live with that. But not, I don't think we should have to live with this bulk in the front. What happened to keep San Angelo beautiful? We're not doing it, people. That is the most ignorant thing I've ever seen, that it cannot be done. If you were picking it up with the same truck, it'd be fair to say, we can't do it. But to sit there and tell me that this truck with two guys walking along, that you cannot pick it up in the alley, that's hogwash. You know it, I know it. The whole city of San Angelo knows it. It's time that we do something to correct these problems for the people of the city of San Angelo, not for somebody else's interest. If I'm beefing, I am beefing. Thank you for your time. And I would like to just first of all, despite how the city decides to handle bulk pickup and recycling, I think the important thing we need to step back and look at is the fact that we're actually talking about it. And that there are options in front of us to look at the responsiveness of the city by doing the survey, whether it's 2% or 50% of the people, it's one way to get to what people's needs are. But what I want to bring up is not about these options, but about the cost associated with it. And I think that the fact that it's not going up is that's what people want to hear right away. But if you look at this level of service, going from once a week, recycle pickup to every other week,
[1:21:41] That's 26 fewer weeks that a truck is having to go by every single household, 30,000 households. And you add, you're going to add eight runs of a bulk pickup. Now that bulk pickup is not going to be a couch in front of everybody's house every month. In fact, a lot of people, it's not going to make them get more stuff out of their house. It will help with yard waste. And I think that's where this bulk thing is all about yard waste. We all know that, because everyone's trying to figure out how to deal with that. But when you think about the fact that what's going to be picked up in bulky versus the runs that those trucks were making on recycle is not an equal cost. As an example, when Texas' disposal proposed its alternative every other week recycling, because the city requested every week, but because most cities do every other week recycling, we proposed that if you added, I think at the time we had two bulky pickups. So if you add more to that to equal this, that the net effect would be 17 percent less of what TDS originally proposed. our own rates. Just our rates against themselves. So the point is we would suggest, I would suggest as a citizen that maybe we look at the cost of this. Mainly, I would point out in light of the 50 cent penalty that every resident is paying because we're not meeting that recycling tonnage and we need to remember that's added on there. So let's look at the cost period before we move forward and I think that's something that makes sense before we make a decision like this regardless of if we do the bulk pickup

If the city would enforce their codes, all this bulk stuff, we wouldn't even have it now. I mean, leaves and stuff, those will decompose. [1:25:49] tabled it is 958 I'm gonna call about a 15 minute break get this meeting started you ready Morgan item number is the first public hearing and introduction of an ordinance amending the 215 to 16 budget for capital projects and donations Margin Chigwid and you are our own ma'am. Thank you, Mayor, Council. What I have before you today are several items, just routine items to get into the budget. The first two items are related to funding the sales tax deficit, as discussed at the March strategic planning session. We had a commitment to balancing the budget in anticipation of that deficit, and so some of those items did require the Council approval. So the first one there before you is the equipment replacement fund balance has an excess fund balance of $77,000, we're going to stop contributing to that fund by $77,000, thereby drawing down the fund balance. We can retain those funds in the general fund funding that sales tax deficit. The next item is an increase or is a $280,000 use of the intergovernmental fund balance. That's our grant fund and so its fund balance goal is zero and so this is drawing down that fund balance to achieve that balanced budget. The next item there is the fire station alerting system. This is one where currently the fire department funds $200,000 worth of debt service for the fire training center. We're going to stop contributing that amount to debt service because the general fund debt service fund has an excess of fund balance, so we can use that instead to service the debt and claw back these funds to use for the Z-Tron fire station alerting system. The IT department has some course switches that they need to replace. This was adopted in the capital improvement plan and there are sufficient funds in the communications fund fund balance to fund that $80,000 kind of a large maintenance type item.
[1:27:57] The next item there is related to the auditorium renovation and expansion, another million dollars in revenue and expense related to the Texas historic commission tax credits that are anticipated. So this is the continuation of funding this project. The next item there is the street reconstruction from the 2016 certificate of obligation. When we made that debt service, we budgeted for the initial amount. We do need to budget the remaining $13 million in revenue that we've already received, and in expense for that total debt issue of $16 million that was before this council in January. The next item there is related to athletics programs in the recreation department. They received a donation of $2,525 and just want to be able to capture that this fiscal year and be able to make program expenses related to the restrictions in that donation. The next item is related to spay-neuter donations at the animal shelter, $1,923 donated that we want to be able to capture and reinvest right away into that program as well, so budget neutral there. And the last item before you is the animal services spay-neuter program. This is related to our hiring Dr. Nagaraj as the veterinarian, so there is additional revenue of $29,829 estimated, prorated for the rest of this fiscal year and that is not new fees that is existing fees, it's just new revenue to us that was primarily before being paid to outside vendors. So those are funds that will stay with the city's general fund and we wanted to be able to have that in expense to run that spay-neuter program. total expenses proposed of $14,394,277.
